There needs to be a Congressional Investigation, much like the CHURCH COMMITTEE investigation into the FBI’s COINTELPRO activities that went on from 1957 to 1971, into the activities of the American Stasi.  Police, Firemen, Ambulance Drivers, and Neighborhood Watch Groups are using a tactic called ORGANIZED GANG STALKING in the UNREMITTING HARASSMENT of citizens.

Organized Gang Stalking targets experience  an average of 80 to 140 instances of Organized Gang Stalking by First Responders and Neighborhood Watch Group members using RED cars/RED trucks/wearing or carry RED every day.

The target leaves her home. A neighborhood gang stalker leaves their home at the same time. She drives out her complex road. A red car comes in the opposite lane. She gets to the main road. A red car passes in front of her. She goes to the next light. A red truck is first at the intersection.

GPS is used to track the target's car legally – with no suspicion of wrongdoing.  The target goes another mile. A red car is in back of her. She goes into a store to buy a soda. As she comes out of the store a red car passes in front of her. She goes to exit the store. A red truck passes in front of her.  She gets out into the road. A red car pulls up beside her. This goes on all day. She goes into her car after walking with a  handicapped brother. Two police cars and a police SUV may pass by or a fire truck might pass by.

In New York fire chief SUVs and ambulances are also used in gang stalking. A target might go to her car after a walk  and an ambulance might be parked by her car. Or she might stop at a red light and an ambulance getting gas might beep its horn at her. The FBI calls this conspicuous surveillance. People wearing red also gang stalk. So as she gets into her car to go home, people wearing red might be walking by. She goes into a bathroom in a store, a person in red might follow her in etc.  This goes on every day – for years.

In the communities of Oceanside, California and Carlsbad, California with widespread community awareness Neighborhood Watch Group Stasi are using RED cars/trucks or wearing or carry RED in the PSY-OPS/ORGANIZED GANG STALKING OF CITIZENS, on JAN. 28, 2012 the American Stasi started to use WHITE cars/trucks or wearing WHITE in the PSY-OPS/ORGANIZED GANG STALKING OF CITIZENS illustrating awareness alone will not end this abuse of government power.  WE NEED TO DEMAND THE RESIGNATION OF THOSE LIKE CHIEF FRANK McCOY OF THE OCEANSIDE, CA POLICE DEPT. who subvert the Rule of Law by orchestrating the PSY-OPS/ORGANIZED GANG STALKING OF CITIZENS.

On Feb. 6, 2012 the Oceanside, Police Dept., in what looks like an attempt to confuse those who are aware of their PSY-OPS/ORGANIZED GANG STALKING OF CITIZENS even further, started to use black cars and trucks and people wearing black in their ORGANIZED GANG STALKING OF CITIZENS.  Hence, beside following the national program which uses RED cars, RED trucks, wearing or carrying RED, locally in Oceanside and Carlsbad, California, Gang Stalkers also use WHITE AND BLACK cars/trucks/clothing in ORGANIZED GANG STALKING.

The new COINTELPRO tactic the FBI is using in their program of UNREMITTING HARASSMENT of citizens is called Organized Gang Stalking and there is no law against it.

The phenomena was first noted by a German industrial psychologist, Dr. Heinz Leymann. He noted that a group of people would target an individual to force the individual out of the workplace and he called what they did "mobbing." Authors Noa Zanolli, Ruth Distler Schwartz, and Gail Pursell have described how it works in their book, Mobbing - U.S.A. Emotional Abuse in the Workplace. Whether taking place in the workplace or in the community, mobbing, as it is called when it happens in a workplace, or organized gang stalking, as it is called when it happens in the community, involves a kind of psychological torture whose goal is to drive the target out or to neutralize the 
target.

In the community it often works by sensitizing the target to a stimulus all of the organized gang stalkers use. The stimulus is often an everyday thing - for instance, the color "red." The thing that makes the stimulus so aversive is the frequency with which it occurs. A group of 20 or 30 or 50 or more of organized gang stalkers might be involved in harassing the target, so the target is continuously harassed with the same stimulus, but by different individuals. Every time the target enters or leaves his or her home, for instance, an organized gang stalker will be there with something red on. The target's routines are ascertained. Neighbors - afraid of being gang stalked themselves - might alert the gang stalkers when the target is leaving his or her home.

When the target walks on the beach, three or four gang stalkers wearing red might be there. When the target opens his or her blinds in the morning, the first thing he or she will see is a person wearing red. Organized gang stalkers typically try to be there on entrances or exits of the target, so that when the target comes out of a store, the first thing he or she sees will be a gang stalker in red. It is the frequency of the stimulus that makes it so aversive and the isolation of the target. Gang stalkers often target people without support systems.


The target's property might have trash thrown on it. There will be car alarms set off if the target tries to take a walk or the beeping of horns. The gang stalkers often use noise to try to deprive the target of sleep. A program of "touchless torture" is set up by the organized gang stalkers in 24/7 harassment. The organized gang stalking might go on for years.

Lieutenant Colonel Anthony Schaffer shed light on what is going on when he told Judge Napolitano on his show, Freedom Watch, our Government was using Neuro-Linguistic Programming in its PSY-OPS program.  What is happening is that our government is using tactics used in PSY-OPS which was previously used on enemies abroad on our own citizens.  The NLP technique they are using in the FBI’s New COINTELPRO program which uses Organized Gang Stalking in the UNREMITTING HARASSMENT of Citizens is called Anchoring.

Beside the color RED, other anchors being used by Neighborhood Watch Groups in the Organized Gang Stalking of Citizens, are:

 lawn mowers left on lawns, open garage doors, porch lights on, car hoods up, or car trunks up.

The goal of this PSY-OPS activity, this PSYCHOLOGICAL WARFARE, is to neutralize the target, to influence the mind, the emotions, of American citizens it now considers enemies.

There are things we can do to stop the FBI’s New COINTELPRO program that uses Police/Firemen/Ambulance Drivers/Neighborhood Watch Groups to Gang Stalk Citizens in a PSY-OPS program of UNREMITTING HARASSMENT:

1.   We can start asking QUESTIONS about Fusion Centers and our state legislators to sponsor a bill like MASSACHUSETT’S SENATE BILL NO. 931

2.   We can ask Congress to INVESTIGATE tactics used in the War on Terror, particularly the PRESIDENT’S SURVEILLANCE PROGRAM.

3.   We can adopt the RECOMMENDATIONS of the ACLU to stop spying on citizens.

4.   We can revisit the RECOMMENDATIONS of the Church Committee to stop FBI COINTELPRO abuses that went on from 1956 to 1971.

5. Reinstate anti-COINTELPRO regulations and make it illegal for the FBI to monitor and conduct surveillance of religious and political groups without evidence of wrongdoing

6. Establish codes of ethics for police and firemen to prevent harassment of citizens using organized gang stalking tactics with consequences for violations

7. Put "limitations on the ability of police departments to conduct surveillance of First Amendment Activity in the absence of criminal activity, a mechanism for persons to discover if police have been monitoring them, and a framework for reviewing and auditing intelligence files by a neutral third party"

8. Make the person who initiates organized gang stalking against another person guilty of a hate crime

9. Ask Congress to hold hearings on watch lists which already contain the names of 1.1 million Americans to put a stop to the growth of privacy invasive lists

10. Tell Congress to stop the abuse of the states secret doctrine to hide government misconduct

11. Tell lawmakers to stop police from using GPS to track American citizens without first getting a warrant

12. Tell Congress to review U.S. surveillance law to stop the expansion of government authority to conduct domestic surveillance without evidence of wrongdoing

13. Tell your representatives to urge President Obama to nominate a full complement of members to The Privacy and Civil Liberties Oversight Board and ask your senators to confirm them

14. Tell your Congressional representatives to replace the Patriot Act With the JUSTICE ACT.

15. Cut back the size of our now 840,000 people strong intelligence-industrial complex which a Washington Post two year investigative series called “A HIDDEN WORLD GROWING BEYOND CONTROL.”
