There is no Department of Civil Liberties. There is a Department of Defense. There is a Department of Homeland Security. But there is no Department of Civil Liberties and that's the problem. Do you think the Department of Defense thinks the protection of civil liberties should be given the same value as that of defense? Do you think Homeland Security thinks the protection of civil liberties should be given the same value as homeland security? Without a department the issue of civil liberties will never be given the priority it deserves. We will have defense. We will have homeland security. But our individual rights, our human rights, will suffer without a Department of Civil Liberties whose mission is to make sure that the constitutional rights of citizens are upheld.
