Organized Gang Stalking is Psychological Torture and as Such It Violates the Universal Declaration of Human Rights.  It Borrows Elements From Our Torture of Terrorists.

My Letter About This To Senator Boxer:

                       

Dear Senator Boxer:
     Please take this letter to indicate my written consent indicating I would like to file a civil liberties complaint for investigation as outlined in the letter I wrote to Homeland Security, a copy of which is enclosed.  The complaint involves my surveillance by first responders as well as citizens using red cars, red trucks, wearing carrying red which went on since 2006 when I lived in Newburgh, New York and more recently is going on here in California which I moved to on May 25, 2009.
     I was reading the report of the Central Intelligence Agency Inspector General on Counterterrorism Detention and Interrogation Activities which was recently made available on the ACLU web site and I was shocked to learn that some of the techniques used in the last three years on me are worse than those used on suspected terrorists.  The surveillance used on me is not unique to me and I believe what the U.S. government is doing in it is a kind of ‘torture” that probably results in stress illnesses, post traumatic stress disorder and in some cases suicide.  I implore you to launch an investigation into the mental health consequences of the surveillance program I have been put under for other citizens of the U.S. subjected to this same program.  Specifically, my concerns are:

1.    mentally suffering through this program is being inflicted on people for revenge and political opposition to former Bush Administration policies
2.    trying to socially isolate citizens through enlisting neighbors and friends in this surveillance program constitutes cruel and unusual punishment
3.    the double binds that are part of this surveillance program (my bet is it was worked out by psychologists) inflict mental conflict in targets that induces stress – I have Crohn’s Disease – other targets have preexisting conditions that can be aggravated by stress – so this surveillance program can cause physical harm.
4.    Section 2340 A’s proscription against torture states:
For purely mental pain or suffering to amount to torture under Section 2340, it must result in significant psychological harm of significant duration, e.g., lasting for months or even years,
In my case this program has lasted three years.  Other targets tell me their surveillance has lasted longer.
Enclosed please find an article I wrote entitled Adult Bullying – The Secret’s Out based on an interview with Dr. Pamel Lutgen-Sandvik who told me – “There is a long list of consequences that Pamela Lutgen-Sandvik of the University of New Mexico and Sarah J. Tracy and Jess K. Alberts of Arizona State University in their study tell us can result from bullying – permanent psychological and occupational impairment, damage to self-esteem, damage to physical health, cognitive functioning and emotion health.  It can increase the risk of depression, cause prolonged duress disorder, alchohol abuse, posttraumatic stress disorder and suicide.”  She goes on to say – “Chronic stress, high blood pressure and increased risk for coronary heart disease can also result from bullying.”
Do you know how many suicides have resulted from this government surveillance program?  How many cases of alcoholism?  If it has increased a target’s risk of heart disease?
 Even hardened terrorists are monitored by psychologists and medical doctors – is our government keeping records, monitoring the physical and mental health consequences of this surveillance program on targets?
5.    Once put under this surveillance program – target’s are kept on it for years – do psychologists know the effects on physical and mental health of being put under constant surveillance for years?
6.    This surveillance program “works” because it triggers an automatic physiological response – the fight or flight response – every time a target sees a red car – indicating they are being gang stalked.
Do psychologists know the physical and mental health effects of triggering the fight or flight response multiple times a day for years?  Is this surveillance or torture?
Are records kept on the physical and mental health effects of this – as is done with terrorists – or our U.S. citizens not even afforded the rights given to terrorists?
7.    Some of the techniques used in this U.S. surveillance program are similar to ones uses on terrorist:
a.    social isolation
b.    noise
c.    sleep deprivation

Only in the case of U.S. citizens – there are no time limits as there is afforded in the torture of terrorists.  My surveillance has gone on for three years – three years of isolating me from my neighbors, using noise to disturb, to cause sleep deprivation.
The CIA’s action is required to be videotaped.  In this surveillance program what neighbors do is not videotaped.  Do you know what they do?  Is there a record of it?  Do you know the effect on targets’ physical and mental health?
8.    What is the goal of a surveillance program that goes on for years and offer targets – U.S. citizens – no way out?
9.    In the treatment of terrorists psychologists often administer the treatment – in the case of those in the surveillance program – do you screen out sociopaths from participating?  Sociopath firemen?  How?
10.    Is it the policy of the U.S. government under this surveillance program to frighten targets with dogs so that they no longer feel safe to walk in parks?
11.    Do you keep a record of the abuses of the program – dangerous things done on the road – nails put under tires – scratched cars – graffiti put on houses – paint put on cars – property stolen or damaged?  Do you just “think” this doesn’t happen?
12.    How many people are targeted under this surveillance program?  What useful result has it yielded?  Has the U.S. changed its philosophy ?  Is it now permissible to torment many innocent people to get one guilty one?
13.    Is the government aware of the individual differences in toleration of this surveillance program?
14.    Is the purpose of this surveillance program to render people in the U.S. compliant, politically correct?  Is suspending due process rights justified?
15.    Is this surveillance program consistent with public policy positions taken by the U.S. on human rights?  Or are we on the road to establishing a Stasi like program in the U.S.?
16.    Are constitutional rights being suspended in the implementation of this surveillance program?  Does it uphold standards on human dignity and liberty?
TELL ME WHAT CRIME DID I COMMIT TO JUSTIFY THIS TREATMENT?  A terrorist’s torture lasts 30 days.  What did I do to make mine last over three years?  This surveillance program involves countless repetitions throughtout the day – we don’t even do that to terrorists.  They have personnel available with medical training to help in the event of abnormal reactions.  Am I being given less?  Procedures are stopped if a terrorist under interrogation has severe mental stress.  Are average citizens worth less?  Do you know each target’s personal history, cultural history, psychological tendencies?  Are they given a psychological assessment before our government targets them for surveillance?  Do you know if they have support systems to help them through it or does your culture of snitches take away their support systems?

I am asking for an investigation into my case and I hope you will carefully consider the questions I have raised and stop this surveillance program which trashes our deepest American values.
